A rare low-tech challenge, requiring mainly manual labor.

The given image contains lines of symbols. I converted these to characters semi-arbitrarily and got:
```
52M011V0i12?1J14244E102514O5
1J12PMOMN?7P32P4E7012P14E143
E44E1P12P12F070E2X730?F2NO0
E73F7MNXOXO442V1J7?4707FY1O4
```
(The question marks represent rare symbols I was too lazy to convert...)

Counting these, we can see this is a substitution cypher. "1" (appearing 30 times) and "4" (19 times) being the most frequent symbols, while other symbols are rarer.

Breaking the substitution cipher we get:
```
OREALMSbELONGINGSOLELYTOMANT
HEYARETWOSIDESOfTHESAMEcOINI
